FIVE TO THRIVE
EDUCATION FOR A STRONGER NORTH CAROLINA

For millions of children across the state, the last two weeks mark the beginning of a new school year. Big yellow buses started rolling, pencils were sharpened and bright young minds are filling classrooms from Murphy to Manteo. These kids are the next generation of a highly skilled and educated workforce, critical to North Carolina's economic future.

Last week I announced FIVE to THRIVE; five pieces of legislation I'll introduce on the first day I'm in the legislature, and the first bill, the GROWTH IN BUDGET ACT. Now I'd like to tell you how I plan to improve education in North Carolina.

As we work to prepare our children to compete in a global economy, we can't forget about our local economy. When we educate the next Fortune 500 CEO or pharmacist, we must also educate the next electrician, service technician, and nurse. Providing increased opportunities for students to learn a skill or trade will not only increase their chances of success once they leave the public school system, it will also significantly reduce North Carolina's abysmal high school drop-out rate.

To address this, the second component of my FIVE to THRIVE solution is the CAREER TECHNOLOGY ACT. The CAREER TECHNOLOGY ACT will establish a program that prepares students for careers and fosters economic development. It will establish three regional career technology high schools that focus on pathways such as health science, biomedical technologies, automotive technology, construction trades, communications and information technologies. These three high schools will have a blended curriculum of academic and vocational courses.

The goals of these schools include establishing effective partnerships with the business community, establishing a mentor program which the business community can support and to enhance the educational process. It will also partner with experts to seek input from the business community on curriculum content.

Real world education for real world jobs.

The Career Technology Education Act will also provide eligible businesses that hire an apprentice between the ages of 16-19, a tax credit equal to the apprentice's wages.

This is the leadership that I'll bring when you elect me.
